Safety Charter – Norwich, Norfolk


We were commissioned by Norwich Business Improvement District and Norfolk Constabulary to develop a Night Safety Charter with the intention of rolling it out across Norfolk. The project aimed to improve safety across the county’s evening and night-time economy, ensuring residents, visitors, and workers could enjoy nightlife with confidence.

What it focussed on:

To create a robust and evidence-based charter, we conducted an independent, in-depth review of safety across Norfolk’s diverse night-time economy.

Our approach included:

  • Community and workforce consultation:
  • Surveys and focus groups with residents and those working at night, including licensed premises, hospitality venues, leisure operators, transport providers, accommodation providers, and cultural venues, to understand expectations for a night safety charter.
  • Stakeholder engagement: Telephone interviews and workshops with local stakeholders to secure support and gather insights on practical actions and initiatives.
  • Presentation of findings: Research results were shared with key stakeholders across Norfolk to inform decisions and build consensus on next steps.


Based on this extensive review, we developed:

  • A Women’s Night Safety Charter, outlining specific actions to improve safety for women across Norfolk’s night-time economy.
  • A Business Night Safety Charter, providing practical guidance and actions for businesses and venues operating in the evening and night-time economy.


The result is a comprehensive, practical framework that equips Norfolk’s night-time economy with tools, guidance, and policies to create safer, more inclusive environments for everyone.
