Nighttime Economy Strategy – Northampton, Northamptonshire


We partnered with the Office of the Northamptonshire Police, Fire and Crime Commissioner to deliver a comprehensive Nighttime Economy Review, Audit, and Strategy, executed across five distinct stages to ensure a coordinated, evidence-based approach.

What it focussed on:

Stage 1 – Training for Policing:
We delivered Policing the Nighttime Economy and Women’s Safety Training remotely to police officers across the region, equipping law enforcement with the knowledge and tools to support a safer night-time environment.

Stage 2 – Business Engagement and Policy Development:
We worked with the Business Improvement District (BID) to deliver a mix of remote and in-person sessions for local venues. During this stage, we:
  • Developed best-practice policies to ensure venues operated to high standards when managing vulnerability, shared with both venues and policing teams
  • Supported venues in diversifying their offerings, encouraging a balanced night-time economy that attracts a broader, more inclusive audience rather than focusing solely on alcohol and late-night trading

Stage 3 – Stakeholder Engagement:
We conducted extensive consultation to capture the views of residents, visitors, and businesses, including:
  • A consumer e-survey
  • Focus groups with consumers and the wider community
  • Telephone interviews with stakeholders
  • Three stakeholder workshops to discuss findings and generate collaborative solutions

Stage 4 – Overnight Audits:
Two overnight audits were carried out in Northampton and Kettering to assess the real-time safety of women at night. These audits provided critical insights for practical recommendations to improve safety in the city’s night-time economy.

Stage 5 – Reporting and Strategy:
All research, training, and audit findings were consolidated into a comprehensive report, which included:
  • Key actions for all partners
  • Development of a Women’s Safety Charter
  • An implementation strategy for stakeholders and businesses to embed safety and inclusivity into their operations

The result is a robust, actionable strategy that strengthens the night-time economy in Northamptonshire, creating safer, more inclusive, and vibrant night-time spaces for residents, visitors, and workers alike.
