Nighttime Economy Strategy – Exeter, Devon


InExeter, Exeter’s Business Improvement District, commissioned us to undertake a comprehensive study of the city’s evening and night-time economy, providing the evidence base to develop a robust Nighttime Economy Strategy. The project aimed to support a vibrant, safe, and inclusive night-time environment while guiding future investment and policy decisions.

What it focussed on:

Our research was multi-faceted and evidence-driven, including:

  • Consumer and employee surveys and focus groups to understand the experiences, needs, and perceptions of those living, working, and socialising in Exeter at night
  • Stakeholder interviews and workshops with local businesses, cultural venues, transport providers, and public agencies to gather insights and build consensus on priorities
  • Overnight audits to observe the city in real time, assessing operational practices, user behaviour, policy implementation, and place management

Findings from this research were compiled into a detailed report, accompanied by expert recommendations on how Exeter’s evening and night-time economy could develop and flourish.

To ensure long-term collaboration and continuous improvement, a Nighttime Economy Strategy Board was established, bringing together core partners identified in the research. This board will monitor progress, evaluate what works well, and identify areas for improvement, fostering a coordinated approach to the city’s night-time economy.

The outcomes of the project will guide:

  • Investment in streetscape improvements, facilities, and amenities
  • Development of cultural events, street art, and entertainment programming
  • Initiatives that positively celebrate Exeter’s evening and night-time economy, enhancing the experience for residents, visitors, and workers alike
