Jo Cox-Brown is one of the world’s foremost experts in night-time economy management, licensing, strategic place management, and innovation, with over 16 years of experience. She has led more than 40 strategies across the UK and internationally including national, borough-wide, and local frameworks for Ireland, London, Westminster, Haringey, and Kensington and Chelsea, as well as county-wide strategies for Northamptonshire, Norfolk, and Avon & Somerset.
Jo is an advisor to both the UK and Irish governments and a UK High Streets Taskforce Expert. She has advised the Greater London Authority (GLA) and MOPAC on strategic licensing, leading a full review of the Late-Night Levy across six London boroughs, Liverpool, and Nottingham. She has also worked directly with the Home Office on national guidance and authored the Local Government Association’s Approaches to Managing the Night-Time Economy, which remains a key sector benchmark.

Combining deep policy insight with data interpretation and stakeholder management, Jo’s work has influenced strategic change across the UK. She recently reviewed all UK Licensing Policies for Sunderland City Council’s Alcohol Strategy, following its ranking as the area with the highest number of alcohol-related deaths per capita. Trained as an expert witness, Jo has served in two High Court licensing cases and has led fundraising teams to raise over £60 million for music, festivals, arts, culture, and theatre through grants, investment, sponsorship, and crowdfunding.
Alongside her strategic work, Jo has transformed training within the night-time economy. She created the first Policing the Night-Time Economy programme, now taken by over 4,000 officers across London, Northamptonshire, Wiltshire, and Avon & Somerset. She also developed mandatory safeguarding training for taxi drivers and train staff in Northamptonshire and Kent, covering Violence Against Women and Girls (VAWG), drink spiking, vulnerability, and domestic abuse. Her wider programmes on VAWG, Bystander Intervention, Vulnerability Management, and Anti-Sexual Harassment have trained over 4,000 night-time workers and are used across Westminster, Avon & Somerset, Dublin, and Cork - setting new standards for safer, more inclusive nightlife.
