Late Night Levy Review – Liverpool, Lancashire


We partnered with Liverpool City Council to review the impact of the Late Night Levy across the city. This built on our previous work for the Greater London Authority and the Mayor’s Office for Policing and Crime (MOPAC), where we conducted a similar review of the levy’s effects in London.

The project followed a decision by the Liverpool City Council Licensing Committee in November 2021 to consult on whether the Late Night Levy should continue, or whether amendments should be introduced.

What it focussed on:

We managed the consultation process to ensure it was transparent, inclusive, and fair, gathering views from a broad range of stakeholders, including:

  • Local businesses and licensees
  • Residents’ associations and community groups
  • Charities and responsible authorities
  • Local councillors and MPs

We sought feedback on whether the levy should continue, what changes might be appropriate, and how it should operate in the future. This process ensured that all voices were considered and that recommendations were informed by evidence, local perspectives, and operational realities.

By providing a robust, evidence-based review, the council was equipped to make informed decisions about the future of the levy, balancing the needs of the night-time economy with community safety and sustainability.
